Elemo in her address appreciated Chief Obasanjo for his unflinching support and
interest in the activities of the Institute, stating that during his visit to the
Institute in March, 2004, he identified cassava bread, one of the numerous
R&D outputs of the Institute, as a project that should be given national
attention and priority due of its numerous advantages as it relates to food and
nutrition security; employment and wealth generation; and value addition to a
golden crop of comparative advantage for the nation. The DG/CEO also used the
opportunity of the visit to congratulate His Excellency on his 80<sup>th</sup>
birthday anniversary, and the official commissioning of the Olusegun Obasanjo
Presidential Library. <o:p></o:p></span></div>

<span lang="EN-GB" style="font-family: "times new roman" , "serif"; font-size: 14.0pt;">She intimated His Excellency that the Institute has
developed over two hundred and fifty (250) technologies in its sixty years (60)
of existence and these technologies could be deployed in the 774 Local
Government Areas (LGAs) for massive job creation and economic stimulation
through processing and value addition to raw materials of relative advantage in
each of the LGA. She informed that the Institute has developed a blueprint on
how this process could create about 3 million jobs annually through direct and
multiplier effect. A comprehensive survey on raw materials of relative
abundance in these LGAs was conducted, and the adequate FIIRO technologies that
are suitable for processing the raw materials in these LGAs have been identified.
The result of this survey has been documented in a quick reference book titled
“Investment Opportunities for Job Creation based on FIIRO Research and
Development and Available Raw Materials in 774 Local Government Areas in
Nigeria. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: normal; text-align: justify;">
<span lang="EN-GB" style="font-family: "times new roman" , "serif"; font-size: 14.0pt;">She stressed that collaboration with relevant
organizations was one of the major strategies the Institute was adopting to ensure
effective technology diffusion. The objective of the collaboration with
indigenous fabricators and professional engineering bodies is to reduce
importation of processing machinery and equipment especially for MSMEs. She also
expressed optimism that with this singular effort, very soon over 80% of
machinery and equipment need of the MSMEs would be met by indigenous
fabricators in Nigeria. This she said, will stimulate the growth of the
national economy as well as lead to conservation of foreign exchange due to
anticipated reduction in volume of imported machinery and equipment from China,
India, Malaysia etc. <o:p></o:p></span></div>

<span lang="EN-GB" style="font-family: "times new roman" , "serif"; font-size: 14.0pt;">The Director General also informed His Excellency
that the Institute has signed MoU with NASCO Group on commercial production of
High Nutrient Density Biscuit, targeted for the National School Feeding
Programme as well as the Internally Displaced Persons (IDPs) camps to reduce
the increasing rate of malnutrition. She said the adoption of the biscuit and
the High Nutrient Density Drink as one of the main menu for the School Feeding
would not only see the nation as adopting best practices in School Feeding
Programme as recommended by the World Food Programme but would also ensure
nutrition security of school age children through provision of one-third of
their daily Recommended Dietary Allowance (RDA). <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: normal; text-align: justify;">
<span lang="EN-GB" style="font-family: "times new roman" , "serif"; font-size: 14.0pt;">Another major research breakthrough was the Ready-to-Use
Therapeutic Foods (RUTF) developed at the Institute using indigenous raw
materials. RUTF she said, will be used to combat the problem of severe
malnutrition especially in the IDPs camps. Prof. Elemo also talked about the
Institute’s Nutracetical Research Programme developed from two legumes that are
locally available. She said scientific
and clinical evidences have shown that the product is very potent for the
management of sickle cell anaemia, and informed that the Institute has signed an
MoU with May and Baker Nigeria Plc on commercial production of nutraceutical
products and Ready-to-Use Therapeutic Foods.

the presentation on the programmes and activities of the Insttute, pointing out
that he was quite impressed by the achievements of the Institute over the sixty
years of establishment. He expressed delight
at the Institute’s visit and his confidence in the professionalism and
resourcefulness of the DG and her team. He was optimistic that the Institute
could lead Nigeria out of its large scale unemployment of youths through its
programmes on value addition to agro-raw materials and solid minerals. Chief Olusegun
Obasanjo commended FIIRO DG for the passion and enthusiasm in carrying out her
duties, while expressing that all that is needed is an impetus especially
making the resources available from government and non-government sources in
order to fully realize her mandate of industrializing the nation.<o:p></o:p></span></div>

Institute, Chief Obasanjo requested that the Institute come up with an
Executive Summary on the Entrepreneurship Center, indicating the benefit and
cost implication for the center with the hope of soliciting for assistance from
international organizations as he travels outside the country. He expressed satisfaction
with this initiative, especially as it would assist in addressing the issue of
youth unemployment.<o:p></o:p></span></div>

up a laboratory to test soil, plant resources, and all aspects of farming
including analysis of feeds, blood sample analysis, amongst others. On this, he
informed that he would send a representative to the DG for further discussion
and possible collaboration. He also said that Obasanjo Farm Laboratory could
work with the Institute on Industrial Enzyme production. He charged the
Institute to encourage her collaborators especially Nasco Group and May and Baker
Nigeria Plc who have adopted her technologies. He said this would discourage
importation of goods/items that we have local capability and capacity to
produce. On a last note, his Excellency promised to visit FIIRO and to continue
to be an advocate of FIIRO in Nigeria and all over the world. <o:p></o:p></span></div>

delegation of FIIRO management team on courtesy visit to the Ooni of Ife, His
Imperial Majesty, Oba Adeyeye Enitan Ogunwusi, Ojaja II. The DG/CEO in
her opening remarks congratulated the Ooni of Ife on his installation as the
Ooni of Ife and wish him divine wisdom as he leads the entire Yoruba Kingdom.
She commended the Ooni for His economic empowerment initiative for youth and
women most especially the widows through the Ife Youth Agropreneurship
Programme with emphasis on agriculture and agro-processing.</span></div>

by His Imperial Majesty will go a long way at addressing the problem of
economic recession in the country, create sustainable employment and alleviate
poverty. The DG/CEO presented a brief on the activities of the Institute since
inception in 1956. She said the Institute has developed over 250 technologies
since inception and has worked virtually on all agro-commodities in Nigeria
processing them to shelf stable products for commercialization by the micro,
small, medium and large enterprises. Dr. (Mrs.) Gloria Elemo said that the
Institute would give technical support to ensure the success of the Ife Youth

partner in FIIRO to achieve his dream for the Initiative. The Ooni
promised to be a mouth piece for FIIRO and to market the Institute where it
matters both home and abroad. He further said that the country need to engage
its citizens, particularly the youths in human capacity building and
empowerment programmes to be able to achieve the expected economic growth.

technologies. His Majesty advised Nigerians of all cadre both low and high to
patronize made in Nigeria goods so as to reduce dependence on imported goods,
stimulate local production, and conserve foreign exchange. <o:p></o:p></span></div>

Dr. Adeogun, WAAPP-Nigeria who led the delegation to the Institute said the
delegation from Cote D’Ivoire comprises of two officials from WAAPP-Cote
D’Ivoire including the Deputy National Coordinator WAAPP-Cote D’Ivoire, Lorng
Jean Paul and five Ivorian investors who have shown interest in adopting
suitable technologies from Nigeria for commercial processing of Cassava,

welcoming the delegation said she is fully aware of the mission of the team which
is to identify organizations in Nigeria from where WAAPP-Cote D’Ivoire can assist
Cote D’Ivoire investors to acquire processing machinery and equipment for
processing of Cassava, Plantain, Fish, Banana and Corn into commercial shelf
stable products. She informed the delegation that FIIRO has worked extensively
in the areas of plantain, fish, corn and cassava processing with proven process
technologies and processing equipment designed and fabricated at the Institute.
She also informed the delegation that FIIRO is in constant working relationship
with WAAPP-Nigeria on R&D (product development) and youth empowerment
training. On this note, the DG/CEO assured the delegation that the Institute
has the capacity and capability to meet all their requests through its
Technical Assistance Services (TAS) that ensure that all the necessary equipment
are fabricated and installed in Cote D’Ivoire by the Institute’s engineers and

Institute’s Fish Smoking Bay for practical demonstration on Smoked Fish
production. The delegation was very impressed with the facilities at the
Institute’s pilot plant and commended the leadership of the Institute. Also,
the delegation noted that the Institute has what it takes to solve the problem

development by the Federal Ministry of Science and Technology under the
leadership of the Hon. Minister of Science & Technology, Dr. Ogbonnaya Onu
who has taken food preservation as topmost priority for the Ministry of Science

said his company’s drying technology has been tested in Netherlands and the
dryers have the ability to dry at specific temperatures using a combination of
drying principles including electromagnetic waves to ensure that only water is
removed from the materials to be dried leaving all other components intact
thereby ensuring no loss in nutritional values.<o:p></o:p></span></div>

G.N Elemo spoke about the product. Dr. (Mrs.) Elemo said the journey towards
development of the High Nutrient Density (HND) biscuit started way back in 2007.
She said the project was a key project under the Institute’s Food and Nutrition
Security Programme conceived out of the need to address the increasing food and
nutrition insecurity which have become a major concern especially for children
between the ages 5 and 13 who are mainly primary school pupils. <o:p></o:p></span></div>

the product has obvious advantage at addressing food and nutrition insecurity
of school age children because the product can meet one third of the
Recommended Dietary Allowance (RDA) for both macro and micro nutrients for
school age children (ages 5 – 13years). In concluding her remarks about the
product, the DG/CEO FIIRO, Dr. (Mrs.) G.N Elemo expressed sincere appreciation
to the Hon. Minister, Dr. Ogbonnaya Onu for championing the course of the
project and for believing in FIIRO and its ability as an agent of change for
job creation, wealth creation, and national prosperity. She assured the Hon.
Minister that with Nasco Foods Limited and Inter-Heritage Promotion Limited in
the partnership nothing will go wrong with the National School Feeding
Programme. She also commended the entire leadership of the Federal Ministry of
Science & Technology most especially to the Permanent Secretary of the
Ministry, Dr. (Mrs.) Habiba Lawal for providing the driving force for the

works, the Chairman, Nasco Group represented by Alh. Sani Ibrahim tendered the
apology of the Chairman, Nasco Group for not being able to attend the ceremony.
The Chairman said NASCO Foods Limited is an indigenous company that has been in
existence for about 50years with adequate capacity and experience to produce
biscuit products to feed estimated 25million children in public primary schools
under the National School Feeding Programme on daily basis. He further said that Nasco Group has a lot of
experience working with government to deliver effectively on government
projects as was done especially during the PTF programme on production and
supply of quality rugs in Federal government teaching hospitals all over
Nigeria. The Managing Director, Nasco Group, Mr. Idris Nasreddin corroborated
the Chairman’s remarks; he said that Nasco has the wherewithal to produce the
HND biscuit with all safety consideration to ensure product safety. He further
said that the company is ISO compliant with Hazard Analysis Critical Control
Points (HACCP) and Standard Operating Procedure (SOP) put in place to ensure
product standardization and safety.<o:p></o:p></span></div>

was necessary to begin the implementation process of HND biscuit for the

the 250 products of the Federal Institute of Industrial Research Oshodi, Lagos,
which will meet, at least one third recommended dietary allowance to address
the challenge of nutrition insecurity, enhance school enrolment, increase
retention ability of pupils as well as enhance cognitive ability of the
children who are future leaders. The Hon. Minister expressed his satisfaction
with the activities of FIIRO and said the leadership of the Institute under the
DG/CEO, Dr. (Mrs.) G.N Elemo deserves commendation of the Federal government
for coming to the rescue by providing indigenous product suitable for the

Maritime Limited partnered with the Institute under its National
Techno-entrepreneurship Development Initiative to train 30 unemployed youths

training took place at the Little Paradise Hotel, Effurun, Delta State from 8<sup>th</sup>
January to 10<sup>th</sup> January, 2016. The participants were grouped into
three groups based on their technologies of interest. The three technologies
are: Fish Smoking, Cassava Processing and Fruit Juice production. The
technologies were carefully selected based on raw materials of relative abundance
in Delta State and ease of setting up by participants after the training. <o:p></o:p></span></div>

from the technical component, the participants were also exposed to the
management component of entrepreneurial skill so that they will be able to set

include: Product Marketing; Product Cost Element; Productivity Improvement and
Starting and Managing Business. Both the organizer and the participants
expressed their profound appreciation to the Institute for the well packaged

could not contain their joy; they promised to contact the Institute on further
steps to take (most especially equipment fabrication and installation) to

of its efforts to address the issue of unemployment and youths restiveness in
the Niger Delta area trained 50 youths from Delta State drawn from Ubulu-Uku
Youths Association under its National Techno-entrepreneurship Development
Programme. The 3-day intensive techno-entrepreneurship development training
took place at the Institute between Monday, 18</span><sup style="font-family: 'Times New Roman', serif; line-height: 150%; text-align: justify;">th</sup><span style="font-family: 'Times New Roman', serif; font-size: 12pt; line-height: 150%; text-align: justify;"> January and Wednesday,

the opening ceremony informed the participants that the 3-day techno-entrepreneurship
development training is centred on five technologies namely: Fish Smoking;
Fruit Juice Production; High Quality Cassava Flour Production; Instant Pounded
Yam Flour Production and Bread and Confectioneries baking which have been carefully
selected to facilitate smooth take off by participants especially in terms of
financial requirements and other logistics required to start an enterprise.</span><br />

– PTTIM); Dr. Yemisi Asagbra (Director – PALM); Mr. J.O Oderinde (Director –
Finance & Accounts) and Engr. S.K Adeyemi (Head, PDD) also made positive

on Wednesday, 20<sup>th</sup> January, 2016, the DG/CEO, Dr. (Mrs.) G. N Elemo
congratulated the participants and encouraged them to take the big step of
starting their own enterprises no matter what the challenges could be. She also
informed them of the opportunity for project funding through the Institute’s
collaboration with the Bank of Industry (BoI), a Federal government owned
development bank charged with the responsibility of funding projects in Nigeria
be it small, medium or large. She was
also of the opinion that the Youths Association could work with the Local
Government, State government and the political leadership of their
constituencies to establish Cluster Processing Centers to fast track enterprise
take off for those who could not afford to buy processing machinery and
equipment immediately. As such, they could take their raw materials to the
centers, process them for a token fee and market their products until they
could raise sufficient funds to acquire their own processing equipment. <o:p></o:p></span></div>

& Linkage) and Mr. Patrick Usen, the Chief Executive Officer,
Inter-Heritage Promotions Limited, a Consultant to the Institute on R&D

patience capital to both the private and public sectors in pursuance of the
National School Feeding Programme. She said her company is already discussing
with the Lagos State Government on School Feeding Programme and has indicated
FIIRO as its technical partner for menu formulation and standardization. <o:p></o:p></span></div>

processing by employing over 1000 indigenous technologies developed at the 17
parastatals under the supervision of the Federal Ministry of Science and
Technology. He further said that the technologies developed by the 17
parastatals under the supervision of his Ministry have been found to have applications
in all the 774 local government areas in Nigeria and could create millions of
job if deployed effectively. <o:p></o:p></span></div>

visit was in respect of the collaborative effort of FMST/FIIRO – NASCO for
commercial production of High Nutrient Density (HND) Biscuit developed by FMST
through FIIRO for the School Feeding Programme of the Federal Government. The HND
biscuit is developed to meet one third Recommended Dietary Allowance (RDA)
requirements of school age children to be produced on commercial basis by NASCO
Foods Limited. According to the DG/CEO, FIIRO, Dr. (Mrs.) G.N Elemo, the
collaboration is going to be win- win for all the parties involved and the
benefit is enormous from the angle of utilization of indigenous raw materials in
the formulation of the biscuits; conservation of foreign exchange; creation of
jobs and improvement in enrolments of school children as well as enhancement of
mental capacity of the children.</span></div>

experience to produce biscuit products to feed estimated 25million children
under the National School Feeding Programme on daily basis. <o:p></o:p></span></div>

December, 2015 as a follow up on the company’s interest in commercialization of
High Nutrient Density Biscuit developed at FIIRO for school age children between
the ages 5 and 12. This biscuit is able to meet one-third of the recommended
daily dietary allowance for the children in these age bracket. </span></div>

further informed the team that FIIRO has completed every R&D in the
development of the HND Biscuit including animal studies, toxicological study,
consumer acceptability study, etc, but will need Nasco Foods Ltd to fully
commercialize the technology and mass produce the biscuit for the Nigerian
market as well as for the Federal Government’s School Feeding Program.</span></div>

industries and that Nasco Foods Ltd has all it takes in terms of manufacturing
infrastructure to mass-produce the HND biscuit. It was concluded that the two
organizations need to sign MoU to guide the partnership. </span></div>

About 5% of the world’s population is affected with haemoglobin disorders with an estimated 300,000 babies born with severe haemoglobin disorders annually in Africa and about 150,000 of them are Nigerians. Statistics have also shown that over 40 million Nigerians are sickle cell gene carriers.</div>
<div style="text-align: justify;">
To ameliorate the suffering of the people suffering from sickle cell disease, the Federal Institute of Industrial Research Oshodi initiated a programme on development of nutraceutical products (Food supplement) and has developed some novel nutraceutical products suitable for the management of sickle cell anaemic condition.</div>

In order to enhance the development of the products, the Federal Institute of Industrial Research Oshodi in collaboration with Temitayo Awosika Help Foundation organized a Roundtable Scientific Meeting to subject the products to expert critique on Tuesday, 19<sup>th</sup> August, 2014 at Akinrele International Auditorium, FIIRO. It is a common knowledge that there are many recipes for cassava bread developed by various institutions in Nigeria. Some have come up with cassava bread recipe including egg, milks etc which make such recipes unprofitable and more importantly unsustainable. The Federal Ministry of Agriculture and Rural Development has sponsored many trainings for Master Bakers with each training institution sometimes using their own recipes to train. This has raised the issue of standardization of recipes which the Hon. Minister of Agriculture and Rural Development bought into and directed the Institute to carry out Cassava Bread Recipe Confirmation Exercise with all stakeholders in attendance with a view to evolving a national recipe for cassava bread.<a name='more'></a><br /></div>

Cassava bread was baked at various levels of inclusion including 10%, 15% and 20% even though 20% level of inclusion has been agreed by all stakeholders as sustainable level of inclusion.</div>

This exercise was a-week long programme to provide answers to all frequently asked questions on cassava bread through shelf life study; chemical and microbiological analyses; sensory evaluation; rheological and physical properties tests; glycemic index (GI) study and so on. </div>

quality of the tropical wheat varieties developed by the institute and its

create jobs, increase the livelihood of cassava growers/processors and the
application of science and technology for value addition and higher capacity

The health concern of cassava bread consumers, especially people prone to diabetes, is being addressed by the Glycemic index (GI) studies embarked upon by the Federal Institute of Industrial Research, Oshodi (FIIRO), Lagos. GI refers to how much and how quickly sugar is released into the body from ingested foods. the higher the index, the faster the food item will release sugar into the blood stream. Rather than rely on general online information alone to find out how these carbohydrate from the cassava flour is handled by the human body, the Institute has taken up research studies that use the cassava-inclusion loaves of 10 and 20 percent to generate the result locally.<br />
<br />And so far, according to the Director General and CEO of the Institute, Dr. Gloria Elemo, the preliminary result has been encouraging, declaring that the cassava is quite safe. The Director General said with inclusion of cassava flour of lower GI than wheat flour, the bread becomes even healthier and more so for even diabetic patients. She said the study stems from the fact that the Institute is unwaveringly commited to the cassava flour production and inclusion in bread, a transformation agenda issue of the Federal Government. She said the cassava industry that is capable of generating about three million jobs is worth all the effort being put in by FIIRO over the past few decades. With a whopping N635 million spent on wheat importation yearly, cassava flour inclusion of 20-40 percent make economic s sense, a situation that would turn around the fortunes of Nigerian farmers and stakeholders in the value chain.<br />
<a name='more'></a>Dr. Elemo commended the Minister of Agriculture, Akinwumi Adesina, for the bold step in bringing back to life the cassava bread initiative, most especially the production of composite bread in commercial quantity. She said with the collective effort of government agencies, the transformation agenda of the President Goodluck Jonathan will be realized in due cost. She also enjoined the national assembly to give this initiative much-needed legislative backing.<br />
FIIRO, according to the Director General, has not only perfected the technology of 10 percent High Quality Cassava Flour (HQCF) inclusion in wheat flour but also transferred the technology to numerous flour millers and bakers in the country. She added that wheat flour millers were not opposed to cassava flour inclusion, pointing out that the sector thinks the entire process should be taking in phases as they are also ready to partner with the Federal Government. The Federal Institute of Industrial Research Oshodi (FIIRO) pioneered R&D work on composite flours production from cereals, legumes and tubers way back in the “60s with the sole objective of reducing to an extent the importation of wheat into the country. <br />
Major crops worked on for composite flour production include; cassava, sorghum, millet, rice and soybean. <br />
With each of these crops, different levels or percentages of substitution or inclusion were experimented with and the results were very encouraging. <br />

FIIRO has been in the forefront of the use of Cassava for various food products as far back as the 60’s.<br />

In 1964, a composite flour programme was initiated by the Food and Agriculture Organization (FAO) of the United Nations which President Shehu Shagari’s administration keyed into. <br />
<br />
This programme was conceived as an intervention by FAO primarily to reduce importation bills on wheat for developing countries by stimulating local production and processing of non-wheat flour(s) to be incorporated into wheat flour.<br />
<br />
FIIRO was identified as one of the centres of excellence for composite flour and was funded. <br />

This programme gave rise to the constitution of a National Composite Flour Technology Committee which operated from FIIRO.<br />
<br />
The Composite Flour Research work in FIIRO culminated in the first production of 10% Cassava/Wheat Bread which was presented to the Federal Executive Council, under the administration of President Shehu Shagari, GCFR in 1982. <br />
<br />
It was an elaborate ceremony which all members of the then cabinet had a good time eating Cassava/Wheat bread and other confectioneries made from Cassava-wheat composite flour.<br />
<br />
It is on record that in 1984, the Federal Government of Nigeria mandated the use of cassava flour for bread making. Unfortunately, the policy faded with the administration. This development killed the morale of all the stakeholders in the business. Cassava growers lost interest in cultivation due to lack of industrial demand, as there were very few cassava processors. Fabricators shifted their emphasis to other equipment.<br />
Work on cassava flour and its utilization was then limited or restricted to research and development laboratories. Research work on cassava/wheat bread continued as expected and experiments have been taken up to 100% of cassava flour for confectionaries. <br />

Research results have shown that High Quality Cassava Flour (HQCF) can be incorporated into wheat flour for bread making at different levels of substitution. <br />

However, 10-20% was considered most acceptable for bread making being the level at which no noticeable difference can be detected between bread made from 100% wheat flour, while 15-40% is acceptable for confectioneries and other baked products. <br />
